Summary: Administrators should have an implicit publish permission

Details: Since the introduction of the new "Publisher" role the publish-function is too restricted. The publish-policy should be as follows: a workspace member can publish to that workspace if he/she has the "Publisher" role for that workspace OR if he/she is an administrator. (Administrators are members of the "Administration" workspace.)
