Summary: Lacking access control for "Set Standard Workspace" command

Details: The access restrictions are not respected for the "Set Standard Workspace" command of a "User" topic. Thus, every user is able to change the standard workspace of every other user. Required fix: this command must be enabled only for the user itself as well as for administrators.
